Check to see if that planet has any population.

This has happened to me ... OFTEN ... then planet has, then loses the population, and the error message you get is no resources availible.

This disappearing population may be a bug, or a feature, I'm not sure yet. These are non-breatheables, with hostile environments, whose resources I sorely need. The emigration level is 5%, birth rate is 15%, so the colony SHOULD endure, but doesn't. I will have to watch thse planets more carefully.
