Once the demo is out, I'd just try that, and if there are performance issues, tweak the settings.
Some random examples: I am quite happy with the performance on my Athlon 1.4 GHz w. GeForce 4 Ti 4200 video card on Win98SE. I think the video card may be more important than the CPU at least for the graphics - I think my ~3 GHz Pentium with a not-as-good ATI video card on Win2K Pro has slower video in Dom 3. But it's still quite good as long as the background rendering distance isn't set too high and it's trying to show huge mountain landscapes and do huge spell effects at the same time.

Well it is worth of it imho. Even if they ain't playing with high-end games [because those are requiring a very good comp], it is still handy, since these new comps are processing everything much faster then the old ones.
900 Euros should be enough to buy a good comp, however the real good ones are starting at ~1300 Euros.
I've always preferred to buy parts and not whole computers.
Currently my comp is absolutely high-end, but I really need it, since I am using it for gfx programs and FPS games as well. [Well I doubt that I will play with FPS games, I will focus on Doms 3., since my playtime is very limited because of real life things.]

My notebook is my fastest clocked chip at 1.8 GHz. Everything else (4 towers) in my home is 1.4 GHz, except the most recent computer that I'm still paying off - the dual 1.6 GHz Opteron that I got for 64 bit ability for grad school.
Everything has 1 Gb RAM (including the notebook), except for the Opteron, which has a puny 2 Gb.
I have the puter setup in the nice dry basement, but like to play up in the house on the laptop. Specifically, the ascended goddess of the house has decreed that playing for long stretches at a time must occur on the laptop in order to facilitate snuggle, hug and dinner breaks (in about that order).

What's that? A game?
Any way, I have faith in my computer. Unlike my last computer, ADOM has never lagged on this one! Now that's processor power!
I've been playing with 3d-modeling, so I probably should invest for a better computer at some point.
