That is certainly aggravating (good idea with the dome).

I some friends come opver for hotseat. One of them went for full scales with a dormant pretender. They were getting all these good events, and then they got the witch's curse event. It said 1 troop had been cursed. I told him it was probably a normal one and not worth the worry. We go to look at his army and his commander was the only troop cursed (

As nerfix said, lightless lantern can horror mark. I dont know how he got cursed but perhaps old age could have caused some of the other problems?

Curse can come from a random event, disease, hmmmm, no idea.

Could there be an undiscovered magic site(s) in the province he's in causing bad effects?

Yes. Those sites are active even if not discovered.

Sometimes it's a bug: If you can recruit Shark Knights then you know there is a Shrine of the Shark Knights whose only effect is to let you recruit...

I don't think it works like that... I remember being able to recruit a normal independent Priest, due to playing Ulm, and due to them being available from the poptype, and due to a magic site that allows me to recruit them. That is, the exact same commander twice or thrice, due to different sources. I think there's a poptype that allows the recruitment of Shark Knights.
