*priest preaching in friendly territory basechance 30% + bonus for priest level

*inquisitor preaching in friendly territory basechance 40% + bonus for priest level

*priest preaching in enemy territory basechance 30% + bonus for priest level

*inquisitor preaching in enemy territory basechance 40% + double the bonus for priest level
