Well, you can make your own spell and sites in Dom3 already. And I THINK, but haven't tested, that added new sites can appear randomly just like the old ones if they are set to do so.

If Priest and Necromancer count, I get a lot of them as events in the demo. Not really heroic by any stretch of the word, though.

The Rhuax-related event was in Dom 2; rare, perhaps, but it was there. If memory serves, it might be tied to either heat scale, or fire magic on the pretender.
