It would indeed - but it's very hard to place such start sites remote from their land neighbors

. The current version actually changes all start-site neighbors to shallow, but this is aesthetically displeasing since they are still dark blue.

Part of it is an issue with the RMG, which likes to make a lot of deep sea.
