Balance Mod to become Stock SEV Petition

In my terminology what SJ described is a Total Conversion. To me a Mod barrows some parts from Stock or another Mod. When I hear ‘from scratch’ it tells me that one or more files have been created from a blank text sheet. In my humble opinion and using the Mod I am working on as an example, the Components, Tech Areas, Vehicle Sizes, Governments, and Society Types are all from scratch. So basically I am just reiterating what Phoenix-D said.
