MRV APC?
What type of vehicle is the MRV APC unit class supposed to represent?

MRV = Mine Resistant Vehicle. It supposed to represent an MRV APC like the South Africa Ratel series. If you're asking whether its tracked or wheeled, I'm not sure.

Is this just the current reality, or is it generally accepted to be largely impossible to build any sort of tracked vehicle with the same level of survivability and subsequent functionality? I would have to agree with the latter, but I really have no serious knowledge of MRVs.

To make a vehicle mine resistant you have to cool the heat of the blast, deflect the blast, and make it possible for the blast to escape without damaging the vehicle too much. A mine resistant vehicle has to be high off the ground, tracked vehicles usually aren't. The bottom is shaped in a vee to deflect the blast away from the troop compartment or crew compartment. Wheels are made to come off easily, so that if the wheel rolls over a mine, the force easily escapes from under the vehicle. Tracks AFAIK can't be made to do that. Much better descriptions of how it's done are contained in Peter Cooke's Fighting Vehicles and Weapons of Rhodesia, and Taming the Landmine by Peter Stiff.

Also the wheeled vehicles are built so that they can still drive on after one or several wheels are blown away, hard to do with tracked vehicle.
