I believe it was confirmed to be a bug when someone who is not marked but is in the Hall of Fame was randomly attacked by the Hunter of Heroes.

No Horror mark, no horror attacks, unless struck by the power of some spell.

I had my Prophet kill Hunter of Heroes. But then he had over 600 HPs and the Medusa Shield
