There may also be land (shore) provinces with aquatic units: Icthyids and shamblers, at least.

There are also air pills, but I don't remember if they're construction 4 or 6. Giants are more likely to have water anyway.

Icthyids are your best bet. They have an amphibious commander and troops too. Build a castle there.

Maz, dont fight water nations in the demo, seriously It takes time and research to get past the land-water demo. Both of which are in short supply in the demo
