The tome gives +5 strength, attack and defence during a storm so if you can cast storm/forge a staff of storms/cast perpetual storm this can really buff up a thug or SC. My favourite use of it so far is giving it to the queen of storms(one of the 3 air queens for anyone who dosnt know) which stacks with her natural +5 in storms to give a mighty +10 attack, defence and strength
