Is his homeworld blockaded? That drastically reduces the available resources.

Another possibility is that his ship maintenance is using all the resources before the WP can be be built, but in that case, he should be getting a log entry about it.

If it's not rioting, and there are enough resourses available, I can think of only two things:

1- the weapon platform is expensive enough that is takes a while to finish at the planet's current wounded state
2- he doesn't have any population left

Yes, you CAN have #2 without loosing the colony completely. Ussually it takes an event or intel project to do it.

It is also possible to lose your population before you lose your Last facility from orbital bombardment, though rare, IIRC.
In that case the "time to completion" should be "never"

there is also a line in the facility or settings file that states '# of pop required per facility.' I'm not sure what this does, but maybe he has too few people to run the facility.

what is your ship and unit number set at in the beginning of the game? if you are over the wp won't be built until your current number is reduced, I believe wp's are counted as units.

in older Versions of se4, it was possible to use modded data files to enter illegal designs into your queue. depending on the type of design, and what was wrong with it, sometimes they would not be recognized by the game host and deleted from the queue when the turn is processed.
