It seems unlikely to be related to the map file, I think you'd get other different kind of error messages. You actually don't need the map file at all, it'll take it off the server no matter what you have locally, I only attached it so people could see the changes I made.

This seems more likely. It certainly is possible that 1025 (and maybe most all ports) are blocked by firewall software. Is The Middle Way the only other TCP/IP game you're participating in? If you can give me a port # (other than 1024) that you know is working for some other game, I can setup a test on that other port.
Other than that I would suggest looking for Windows Firewall software settings (or anyother software, includind your router), that may have blocked outbound TCP/IP connections coming from Dom3.
Iirc, when the first time I ran Dom3 on a TCP/IP game Windows firewall asked me if I wanted it to allow it to make a connection. It's possible that that might be allowed only on a single port.
