		Setting the 'AI controls new ships' option would work for any new builds. For existing ships you will have to click on the ship itself and turn on the AI for that ship to get it working. 		I just figured it out. In the manual it says there should be a sub listing under the Empire Options/ Ministers Selection, call "Ministers being used" This option is not showing up in my game (patch 1.33 installed), but is where you would select exactly what minister(s) you want turned on.

FYI, I tried re-installing my SEV (minus saved games folders) and minister control was back so I installed patch 1.33 & go figure it disappeared again.  After another re-install I went to patch 1.25 then 1.33 and it still works! I'm statring to think my inital quess about the bug was right.
