I understand what you're saying but don't confuse "conscience" (which has a moral implication) with a sense of self-preservation that accompanies socio-pathological behavior. People who would F an entire country with no thought to the ultimate ramifications other than to consider how they could pull it off relatively unscathed don't have enough moral fortitude to keep them awake at night.
As for apologies.... what good does that do? It doesn't undo their crime, nor make things right. Apologize if they will but accompany it with accountability by them and theirs for the effects of such thievery on a grand scale.
