Just got back home and server is up again.
Lightning hit the powerlines yesterday and took the city down for an hour or so. After the third time the power went out my UPS decided that it didnt want to play anymore.
Also try to use the IP if you cant seem to get a connection. dominions3.dy.fi is setup with dyndns service so its far from reliable and i only have it up just so people can acces the server better in blitz games and such.

Stupid question. I'm joining OutRiders in addition to this, and they're both network games. Is there a way around having to reenter the addresses and ports each time I want to play a turn?

Yes, command line switches. Like " -C --ipadr <GAMEHOST> --port <GAMEPORT>". GP will love to tell you how to create a bunch of icons for that on your desktop, I don't want to take that fun away from him. 
Under Linux, making an alias in your .bashrc is enough.

You find that out with the "--help" parameter.

Actually no. (I think you misunderstood the question)
You use the actual address (or port) instead of the whole
<GAMEHOST>(or <GAMEPORT>). "<" and ">" do not appear in the actual command.
