Oh, thanks for the clarification. I did wonder if the slingers, militia, etc. came from some particular nation, since there are several other independants (carnivorous lizards, raptorians, markatas, elephants etc.) that do.

Basically any unit could be available to any nation if it was included in the army list. MA Man just happens to have militia, slingers and light cavalry that can also be found in various independent population types.
Some nations share a fairly sizable portion of their unit lists, for example EA Vanheim and Helheim have the same troops except for the sacreds and commanders.

Are they the same units as the indepts (unit ID #)?

Hmmm that could be a problem. It gets in the way of mods that want to make changes to the national units, or make changes to the indepts, without affecting the other.
Ive seen so many units in the files that appear to be the same unit but I have trouble seeing any difference than the ID so I thought those were created to seperate situations like this.

Not a problem. Just clear MA Man's recruit list and re add them, with new ID numbers for the new versions of slingers or what have you. Easy.
