Yes those hoburg crossbowmen are difficult to locate, but definitely a good deal. Just protect them and they'll shoot up the enemy for a great price.

The one thing I always miss in EA is scouts. I never find more than a few and often not in the first dozen or so provinces. And then you tend to be hitting your neighbors.
Relying on national scouts for intelligence is not good.

Massive amounts of hoburg crossbowmen save my Abysian elites from nasties like illithids and incomming aoe spells. They are great to have around because they are easy-to-lose chaff troops, that pack an incredibly nasty punch with flamming arrows. Just don't expect them to stick around if any enemies get on top of them  .
