Huh, i was hoping that this decides what race will like to befriend with other... like 2 like 2, 3 like 3 and etc. Could have been cool if it was like that.

Yes, but what defines which personality group that a race falls under? Is there a setting in AI_settings that specifies which one?

And the answer is...yes, yes there is a personality group setting line in each AI_settings file.
