That would be more reminiscent of Castro's emptying his jails and sanitoriums in the early 80's... but yes, that allusion is apt.
I think it was Steve Martin who claimed that the US was a product of the offal of every other country on earth. It doesn't appear that they did too badly after all.

Well, it is always a touchy subject for us Brits after we got rid of lots of celts to the US and the contents of our jails to Australia - let me think about this, do I weant to freeze my cojones off here in MAnchester or run down Bondai beach with Kylie Minogue?

comisar (and others),
A colony ship does not *need* a cargo bay. If you include one on a colony ship it will move more people, (see the thread on "what good is population).
If you are going to settle in hostil territory, you can fill the cargo bay witn troops or other units and they will be deposited on the planet and available for defence. You caould also drop said units off somewhere else along the way if you wanted to.

The colony component has a tiny cargo bay built in, and can carry 4M people.
