Disclaimer: I don't actually have SEV, so this is just a guess.
As in SEIV, you can fill a construction queue with, for example, a ringworld's full load of monoliths, and then save the queue. On your next ringworld you would then be able to queue up all those monoliths just by adding your saved queue. For #3, I'm guessing that saved queues were storing progress towards completion as well as the list of things to build, so you could, for example, spend 9 turns building something that takes 10 turns to build, save the queue, add that queue somewhere else, and only have 1 turn remaining in the other location despite having done no work on it there at all. For #4, I'd guess that you could add a queue that included ships to a planet that didn't have a space yard and the planet would build the ship despite not having the facility supposedly required to do so.
