Build a ship (cruiser or bigger) with a space yard, and then build many starbases on top of the star.
11 for a ringworld, 21 for a sphere.
50/50 plating vs cables, and then one placement base.
Once complete, do stellar manipulation with the placement base.
While we're on the subject, once you've got the bases built on the star, how long does it take to build the plating/cables, and how long does it take to put them together?
depends on your ship yard level I had class 3 ship yards on ships and it took .8 years per spacestation with cable or plates. I was building a sphere world so I needed ten of each. I don't recall if I had a racial bonus to construction. It was very nice 64B pop limit and 200 facilties slots.
I did wonder what happens if you build one in a system with planets? Does this hurt the planets?

Remember the ST:TNG episode Relics? (The one where Scotty made an appearance). The structure that he crash-landed on in the Janolen and which later trapped the Enterprise was a Dyson Sphere. Theoritically, it could be created around a star to harness all the energy while at the same time providing an incredible amount of real estate in one spot.

You must have been playing a mooded Settings.txt - even on emergency build, a standard lvl 3 SY takes at least 20 turns to build a RW/SW component IIRC....
