Yes, a line of discussion like that is very blatantly against the rules! One might even argue that discussions like this are exactly the reason for the no-diplomacy gametype in the first place

When in doubt, consult Pashadawg on what's appropriate and what's not.

The victory condition can always be checked in options -> game settings. The condition for this game is having 9 Victory Points: every other capital.
