For a similar effect, build 10 factory bases.
- one builds repair ships.
- one builds construction/retrofit ships.
- two build PD boats.
- four build BC attack ships
- two build DN attack ships

The ships all pop out at about the same time, form a fleet and go smash some bad guys.

It doesn't save you any resources, but you can use Fill Queue on the Construction screen to define the ships for a fleet.

A little juggling with Reorder Queue and you can have different shipyards building different ships from the list simultaneously.
