The problem is easy to solve:
Proportions mod comes without the "empires" folder.
Hence, SEIV tries to load empires from the default SE IV folder. To solve this problem, create the empty empires folder in proportions folder. Now, you can save and then load empires iwith proportions mod (default .emp files will not work). Start a new game and save the random generated empires into this new folder.
PvK, please add the empires folder into the next release.
