Here's the layout I'm aiming for.

There will be a body of water in the middle - R'lyeh will start in it. Man (R'lyehs ally) will start on the coast near R'lyeh.

The amphibious nations (and Marignon, since it can sail) will start on the coast. That's Ermor, Patala, Mictlan and Atlantis, all of which have amphibious troops, and Marignon, which at least has boats.

The other nations will start close to their allies, but towards the edge. This is a wheel-with-spokes arrangement that I think is fair, and helps to maximize conflict.

I'm trying to avoid giving any of the six start positions an above average hinterland, and I'm trying to arrange all this without going above 250 provinces (that's a little over 20 per player.)
