Ich, please just start the game as soon as you have 15 pretenders in, whoever makes it first is fine, I think everyone is ready to play.
Make the first turn 48 hours long, in case someone misses exactly when it starts, then 24 hours thereafter.

How does the PBEM thing work, I get my turn file e-mailed to me, play it and then e-mail the host back my turn?

We're not using PBEM; lch is running a server. Basically, lch's fancy scripts email you a notification when a new turn is ready. Then you connect to the server through the Network option, select your nation and enter your password. After the game downloads the turn file, you can either play your turn directly on the server, or you can then disconnect and play the turn offline through the Play an Existing Game option. After finishing your turn, when you reconnect to the server it will automatically upload your turn. All in all, it's a lot more convenient than PBEM.
