What I'd like to see is some more shipsets/races adapted to the Balance mod. Has anyone written an new AI compatible with the Balance Mod for any 3rd party shipsets?

If you mean designing your own empire, it's the same as in SEIV: create the empire and save it to a file, then load it when you create the game. The sticking point in SEV is that the racial points, tech costs, and starting tech points spent all have to be less than or equal to the settings for the game you're trying to use it in.
If you mean making sure a particular race is in the game, such as the stock Terrans, you need to download this:

It's a collection of .emp files for each of the stock races that people have already created, to save others the trouble.

I think you can use Unnamed stock AI's for for 3rd party race as well. It just requires to copy 2 files from unnamed stock race that is closest to the 3rd party race (in unique tech for example) and rename them to fit the name of the 3rd party race. It works for me, for example I used Jraenar AI files for Klingons. However, I didn't try this in Balance mod yet.
