There seems to be some sort of 'special characters' switch - How would I turn something like that off?

Like if you hold the shift key down too long in XP.
A couple of times, something has messed up character display in Open Office a bit.

Go into the control panel and type "sticky keys" in the search box. Select "change how your keyboard works" from the results. Make sure everything is turned off.
