Retrofit basically works the same in SE5.

As you suspected, only repair capacity is affected by retrofits, so you can continue building ships.

Once a ship has a certain amount of "unpaid" maintenance, it's "rotting hulk" is abandoned and the ship is lost. I believe the default amount is 20,000 resources of unpaid maintenance before the ship is destroyed. If you're running tight on resources, you may want to mothball ships you're not actively using.

Do newly placed components need to be repaired after retrofit? And, if so, is there a resource cost to repair them?

They need to repaired, but their cost is already included as part of the retrofit cost calculation.
