The Joker also says it in the new Batman, I'd say its more of an easter egg there than a rip-off; they knew their inspirations, and cult influences of the mid-90's were very prominent. In fact, I found the same interplays, juxtapostions, and themes from Aeon Flux were all touched upon in that movie. I smelled a little Twisted Metal too; but that's probably just the psycho clown.

As close to the line as I can recall off the top of my head, Clint Eastwood says it near the end of Unforgiven and it's always stuck with me.
