As explained by PanzerBob (and in the readme and the install notes, incidentally), the modded OOBs are installed into a dedicated "Custom OOBs" folder called
"ColdWar2020_v0.6". Once the mod is installed, you still have to use the "Custom OOB Sets Manager" to load the OOBs.
This is meant to prevent overwriting other preexistent custom OOBs that may be in the default OOB folder.
