I have been told "no", but I haven't actually run the tests or heard answers that seem to have come from detailed tests, so take it with a grain of salt.

Of course, if noone's run the tests, you can always do so yourself. Set up a game where you have some such item handy, and rerun the turn a bunch of times, with and without +penetration items, see if the outcome distribution changes.
