Bug: 999 Armour pentration code

I've been fighting a PBEM Game using unsecured slots, and on 4 occasions I've gotten a 999 Penetration on a tank. I don't know if this is a special code for something or a Bug, as the weapon causing the hit is not rated anywhere near that high (Double figures only). USMC (OOB 13), weapon #30, 40mm TB Grenade, from Unit 387 "HEV eng sec". Getting 999 Armour penetration.

To date the hits have been on two different types of tanks

The Formation that seems to be set up wrong is Formation 177 and 178.

The 999 code is the indication that it is a flame weapon, and should use the special flame penetration rules is all.
