manifestation states in the description that it may hit your own mage. So I think it is designed to be risky since it is so powerful.

Unless leprosy has been changed in a recent patch, I do not believe it is "smart." It hits everyone in the province. I know for a fact it used to, though I have not tested it recently.

It doesn't just hit your mage. It can also hit commanders you may have in the targeted province. Like I said, it hit a unit that was beseiging the castle I was trying to target.

I didn't mention leprosy as not smart because it is not an assassination spell.
