No. Pan attacked and took a province from Caelum. Location is irrelevant. Arcos then attacked a Pangean controlled province and destroyed Pangean troops despite an agreement not to attack one another without advance warning.
Those are the facts and the only conclusion is our agreement was worthless in protecting 20 innocent centaurs lives.

Pan understands that mistakes happen and appreciate the offer of a settlement, to which we are open. Note: until we come to an agreement, we currently consider that there is no NAP between Pan and Arcos given your attack on sovereign Pangean soil.
