Slightly off-topic:
What other victory conditions might be fun? 1. How about adding a research tree for intergalactic travel or interdimensional travel, and you can win by finding your race's idea of Eden and transporting a certain number of people to it? One might even combine this with a time limit to add tension. Or even make it a horrendous random event affecting everyone. ("The supermassive black hole at the galaxy's center has just exploded. You have 10 years to escape the galaxy, before the new quasar's subspace distortion wave turns this whole area into quark-graviton soup.")
2. How about letting different players have different victory conditions, depending on their race's characteristics? (For example, a warrior race couldn't win by peace.)
3. As things stand now, if several players are in partnership and destroy everyone else, does the game declare them joint winners? Seems like it should. Of course you could just manually declare a victory, but it's more gratifying to have the program flash the "You Win!" screen.

The population idea is not a bad idea for victory, but the AI would be no challenge. It is pretty inept at moving its population around, and unless its an organic race, those population levels will always remain quite low.

This victory condition may make it easier for a race with Organic Technology to win without really doing much expanding. The Gestation Vats, Replicant Centers and Medical Labs all influence population positively. An empire with fewer planets may be able to win the game because of these facilities.

In conjunction with peaceful victory condition options, I think it would also make sense to have another condition for declaring a Mega Evil Empire. Various "evil" actions would be worth a number of "atrocity points". The game would keep a running total for each race, with maybe a very slight automatic reduction so you could eventually "live down" bad things you did a long time ago. This would affect the mood of "Nice guy" AI's about you (maybe the others, too, other evil races would not dislike you because your are evil, they just would not trust you because they know what they would do if you expose your back to them ). If your atrocity point total reaches some limit, you become the Mega Evil Empire regardless of your size (kind of like Saddam Hussein or Milosevic getting the US & NATO ganging up on them).
"Evil" acts would include breaking treaties, declaring war (assuming we fix the issue about the AI colonizing in your territory), bombing planets after the WP's are destroyed, jettisoning population cargo, using biological weapons, refusing peace treaties offered by your opponent in a war (not counting where they try to make you a protectorate or subject), etc... Each act would be worth different points depending on how bad it is, with those involving killing population being proportional to the number you killed.
I agree with the idea of an option for certain victory conditions which have been unabled for a particular game being selectively blocked to a race depending on its culture. Also, if you are not supposed to be evil then racking up atrocity points should make your own population unhappy! On the other hand, if you are supposed to be evil maybe your people get unhappy because you are a wimpy leader if your attrocity point is too low.

I totally agree with this. Also, it might be good for the AI to look at this rating when deciding to offer treaties.
"Let's see, this empire wiped out the Last 5 empires that made trade alliances with it. I know, let's offer a trade alliance to it."

Ya, I'm wondering about the "Allied" victory. If you are in partnership with one or more races and they aren't "murderous" towards you, shouldn't that be a victory? It seems kinda wrong if you and your partners have wiped out everyone else and then you have to attack them to win the game. Makes all the treaties and relationships with other races meaningless, doesn't it? (Yeah, I know Patton wanted to attack the russians after the germans lost, but it didn't happen!)
