All of the slots that are unused, except the Golden Naga, can be found in the Better Independents mod, where some units have been copied to the unused slots and the unused slot copies replace indie equivalents in national unit lists except for that one militia type you can get from events.

Easiest way to find them by looking at the mod code, because it's commented.
