The treaty grid shows everything that your race knows for sure. You can't add or remove from it: it is up-to-the-minute info.

Only AIs adjust the mood.
What you want to do is send that player a sternly worded general message, along with a petition signed by a billion of your citizens, telling him how mean and nasty he is, and that he should change his vile ways.
