By the way; I would be happy to host such a game so that it could be mega, include both direct and pbem players, and give easier access to things like the games log for the GM.

Hmm, I wanted to do something a bit along these lines in a month or so.
No scenarios with background but fleshing the game out more by customizing provinces.
If you're good with maps we could help each other. I can do scripts and stuff. Depending on how far I can/have to go I might even add some automatic province stuff.
