The Ancient Presence is a bit worse than that. It brings you from 30K pop to oh, about 500 or so. And then you've got a province full of manikin beasties plus the Ancient Presence himself to tidy up.

I didn't even know about this one. Do you need turmoil 3 or something to get it?
