It is the only weapon that was converted from an air class-11 weapon that did not have its HE pen values reduced to the level of normal ground cannons. That is what seems to have happened anyway. So it has been that way for maybe 5 years, maybe more?.

The HE pen value of 6 is way too high for a non-aircraft 30mm weapon, and will be reduced to whatever is the norm for 30mm A/C in the winter fix. (e.g as for weapon #151 in the Soviet OOB).
