Yeah, the Shadows were too powerful - as would be the Vorlons once their weapons working. They are now unable to colonize (no ancient race can colonize) they are going to be forced to either capture other planets or to get them through intel. This kind of evens them out, makes them think long range and rely on allies to do the dirty work... as it should be

The Gold-Mod is 'unofficial', but PDF has done an excellent job of keeping it up to date and Gold compatable
