Scouts and graphs do not provide equivalent information. One should not be a substitute for the other. That said, turning graphs on doesn't change the fact that I would have scouts all up in your provinces.

Of course they dont provide the same intel. But *without* graphs you have no other way of collecting info. So instead of taking 5 seconds to look at a research graph you are going to have to be watching all your legion of scouts every single turn to count up the other guy's sages or whatever. And write down each turn what the other guy's troop numbers are in all 50 billion of his provinces to try and get some sense of his overall numbers. That is even more mind-numbingly boring than having to collect all my blood slaves by hand every turn in the late game.

The alternative being, just having a handful of scouts in key areas and relying on graphs for what they were designed for: general information. (Which a smart player can manipulate to their advantage, btw - to address the forthcoming complaints of "oh but everyone gangs me when graphs are on").
