E4 is useless on 0enc units. Its good for your sacred mages though.

Let me be clearer: Would a Tomb King (enc. 0) wearing Black Steel full plate (enc. 2) benefit from an E4 bless, putting it back at encumbrance 0, or would it be at encumbrance 2 despite the bless?

You can make the province cold via spells before.
