I tried to recreate this with that sceanrio and couldn't.

I followed the same steps you outlined by first going to the HQ menu, finding the B0 FOO then existing the HQ menu then pressing the artillery button on the right side of the screen and when I do the report at the bottom the arty screen is:

Spotting Unit is B0> FO Team
