Why does it pretty much always end up so that the guy who the extension was given for ends up not being the last guy uploading his turn.

I really don't get it. Just because the host extended the time you can make your turn in, it doesn't mean that people who didn't need the extension have to upload at the last minute.

The only reason I can come up with is that people are prone to procrastination.
