does seducer need penetration items?

Wind has always had a deleterious effect on my seduction attempts ... that and a complete lack of stealth (among other things).

I'm not sure how the game mechanic works, but, as I understand it, +penetration items may give succubi and other female seducers temporary fear ability for the encounter, frightening the targeted commander off instead of seducing it unless a morale check is made.

On the other hand penetration items is a basic requirement for male seducers with old age.
