It should work just like the battle-summon. If the province is cold, Water will instead conjure Ice Elementals.

Bind... Fiend / Devil / Frost Fiend / Storm Demon / Demon Knight, all have an upgraded multi-summon version at Level 9. Plus the Level 6 spell Ritual of Five Gates, which summons one of each from the five units listed.

You could also look at LA Ermor's "Summon Lictor" line. I don't have my manual on me, but I know they get at least 3, one that summons 1, one that summons...20? And one that summons 100 or something.

But there are spells that summon increasing amounts of lictors. The Original question was asking for help scaling a single-summon spell vs. increasing levels of mass-summoning spells, which the lictor-summoning line for LA Ermor does nicely.
