I've tried that in the game. Sometimes it works OK. Meaning, they spot some units and don't get shot down all the time. And if you keep them back near your lines to minimize flak, they don't usually spot much. I don't recall if a SEAD strike will fly over enemy territory; I recall they enter map edge, shoot any weapons, and then depart, but I haven't used them in a while, so I forget. If they will do fly-overs, that might be an alternative method.

That's a stand-off attack - you can get that from normal strike planes, too, if they carry PGMs.
If the plane has neither ARMs nor PGMs, or doesn't find a valid target, it does a flyover.
Note that deactivating the weapon is not enough - that'll result in a "standoff attack" without actually firing. May reveal an enemy unit, though (the target).
Also note that there's a lot of weirdness that can happen with air attacks - I once had an F-117 do a strafing run, using its PGMs as if they were guns (except, of course, for the "standoff attack" message...)
